Scott McCallum is joining UDR as executive vice president and chief investment officer, effective Nov. 5, according to an Oct. 14 press release. He brings a decade of experience in real estate investments across multiple property types and in both public and private markets.
McCallum joins UDR from Blackstone, where he focused on new investment opportunities in the multifamily sector and most recently served as managing director in the real estate group, per the release. He worked on a variety of other transactions that contributed to the growth of the firm’s North American residential platforms.
Previously, UDR President Joe Fisher served as the REIT’s CIO, after taking on the position effective Jan. 1, 2025. In September 2025, the firm announced that Fisher was stepping away from those roles. At the time, the company said other members of the REIT’s management team would assume Fisher’s remaining responsibilities.
McCallum will report to President and CEO Tom Toomey, according to the release. McCallum was an officer in the United States Navy and graduated from the United States Naval Academy with a Bachelor of Science in economics.
According to Toomey, McCallum brings "an exceptional blend of investment and strategic insight" to the role. “His deep experience in real estate investments and transactions and proven leadership will further enhance our data-driven platform capabilities,” he said in a statement.
Other executive changes
UDR has made several executive changes over the past two years as Fisher’s responsibilities shifted after former CIO Harry Alcock retired.
Fisher had served as president of the Highlands Ranch, Colorado-based REIT since 2022 and as CIO since January 2025. Before that, he was UDR’s CFO from 2017 to 2025. UDR, the country’s 16th-largest apartment owner, hired Dave Bragg as its CFO in 2025 after Fisher became CIO.
Starting in 2022, Bragg worked at Roots Management Group, an Addison, Texas-based owner and operator of manufactured housing and recreational vehicle resort communities. He served as the firm’s chief strategy officer and head of investment management before moving to CFO at Roots.
Bragg worked at the Newport Beach, California-based research firm Green Street before joining Roots. He has also held senior leadership positions at Zelman & Associates, ISI Group and Merrill Lynch.
UDR also appointed Keith Benson as chief legal officer in 2025, according to a Securities and Exchange Commission document.
