Cityview has brought on Gabi Franco as managing director of asset management to oversee the real estate investment manager’s development and value-add assets, according to a press release shared with Multifamily Dive. Franco has spent more than two decades leading institutional multifamily platforms.

In his new role, Franco will work alongside Cityview’s construction management, property management and development teams as the Los Angeles-based firm continues to scale nationally. In recent years, the California-focused firm has shifted its strategy to pursue investment in other states, Cityview CEO Sean Burton previously told Multifamily Dive.
Franco’s hire will help Cityview “continue to raise the bar on operational excellence as the firm expands its vertically integrated platform across the U.S. and invests in new regions," according to Cityview Chief Operating Officer Damian Gancman.
"His track record building best-in-class processes across development and value-add, paired with his deep interest in deploying new technology and AI, make him the perfect fit for Cityview," Gancman said in the release.
Franco brings deep involvement in acquisition strategy, capital deployment and asset-level decision-making across portfolios with more than $11 billion in assets under management, per the release. His experience spans the full investment lifecycle, including class A new development and value-add repositioning of mid-rise, high-rise and garden-style apartments.
Before joining Cityview, Franco was a partner at Interstate Development, overseeing asset management for the Minnesota-headquartered firm’s multifamily portfolio. He also co-led investment pursuits, investor relations, due diligence and acquisitions at the firm.
Prior to that, Franco was partner and head of asset management at San Francisco-based Carmel Partners, where he provided strategic oversight of a multifamily portfolio spanning more than 20,000 units, 20 assets and eight institutional funds across gateway markets like Seattle,, Los Angeles, Boston, New York, Denver and Washington, D.C. He also served on the firm’s investment committee, where he directed portfolio-wide budgeting and rolled out AI-powered performance dashboards.
