Dive Brief:
- Alliance Residential, the No. 8 developer in the country on the National Multifamily Housing Council Top 25, has restructured its Southeast Division, the Scottsdale, Arizona-based firm announced in a press release last month.
- The Southeast Division will encompass Georgia and Tennessee regions, while the Carolina region will transition into the newly established Mid-Atlantic Division, per the press release.
- Noah Randall, who served as the managing director for Georgia and Tennessee, will now lead the restructured Southeast Division. Donald Santos, who previously served as managing director for the Carolinas, will head the newly established Mid-Atlantic Division.
Dive Insight:
Historically, development in North Carolina, South Carolina, Tennessee and Georgia has come through the firm’s Atlanta office, Brian Austin, Alliance chief operating officer – east, told Multifamily Dive.
However, the recent departure of Managing Director Todd Oglesby, who had been with the firm for 18 years, according to his LinkedIn post announcing the move, created the opportunity for Randall and Santos to each run their own divisions.
“[Oglesby] had brought up two really strong developers in his organization,” Austin said. “Randall is based in Atlanta, and Donald Santos is based in Charlotte. And both of those guys were very capable and very able to continue their business on a go-forward basis.”

Santos has been a managing director out of Charlotte for Alliance since 2015, while Randall has been managing director of Georgia and Tennessee since 2018, according to their LinkedIn pages.
“While it was a reorganization, it was spurred by retirement and two guys having the opportunity to move up in an organization,” Austin said.
As part of the division restructuring, Alliance announced that Wayne Edy, vice president of construction, will oversee construction teams in the Southeast Division. Hunter Buck, vice president of construction, will lead construction efforts in the Mid-Atlantic Division, according to the press release.
Carter Brehm has been promoted to development director for the Georgia region after being involved in the development of more than 2,500 multifamily units in Georgia, representing a total capitalization of more than $600 million.

Stephen Keller will continue as development director for the Tennessee region, after executing more than 2,100 multifamily units across the Atlanta and Tennessee markets since joining Alliance in 2019. Andrew Howe will continue as development director for the Carolinas after being involved in the development of more than 5,600 multifamily units throughout the region.
While Alliance has its team in place to move forward, Austin still sees a relatively stagnant development market through the end of 2025.
“I think after the first of the year, we're hopeful that capital will re-engage and increase their appetite for development and for our discipline side as well,” Austin said.
